In a significant move towards enhancing rehabilitation and education for inmates, Kalinga District Jail and Kalinga State University (KSU) signed a Memorandum of Agreement (MOA) today July 30, 2024, 2nd floor, conference room, Administrative Building Bulanao Campus.
The program aimed at fostering educational opportunities for incarcerated individuals to pursue their college education and helps to transform lives of persons deprived of Liberty (PDL) through education despite being incarcerated.
This partnership will further equip the PDL with knowledge and skills helpful in the transformation of their lives and build a character acceptable to the community.
Jail Senior Inspector Noel G. Dulnuan, Acting Jail Warden of Kalinga District, explained that this endeavor is the adherence to the Revised Policy Guidelines on the implementation of "Tagapangalaga Ko, Guro Ko" of Bureau of Jail Management and Penology. This includes CEBB program which has been in operation since 2023.
Furthermore, this signing of the MOA between Kalinga District Jail and Kalinga State University is an important event for our unit, for it marks a beginning of new hope and brighter chapter of our PDL's lives. "In the implementation of this program, we guarantee the provision of utmost security for the facilitators of the program and a convenient venue with rehabilitative atmosphere and conducive for learning and development", Dulnuan added.
During the signing of MOA, Dr. Eduardo T. Bagtang, KSU President, emphasized that Education is a powerful tool for change. “By equipping the inmates with skills and knowledge, we are giving them a chance to rebuild their lives and contribute positively to society.” He added.
President Bagtang assured that the university will provide educational programs and skills development workshops tailored to the inmates to ensure that they have access to a well-rounded education.
