The Kalinga State University Employees Association (KSUEA), the duly accredited bargaining representative of the rank and file employees, proposed to the KSU Administration a new Collective Negotiation Agreement (CNA) that provides additional benefits and strengthens the working relationship between management and the employees during a Seminar-Workshop on Collective Negotiation Agreement held at Triangle Huts, Pagudpud, Ilocos Norte.
The event was participated by representatives from the KSUEA headed by its president Dr. Juan Moshe M. Duyan and the KSU Administration led by University President Dr. Eduardo T. Bagtang.
OIC Assistant Regional Director Ruben U. Wacas of the Civil Service Commission – Cordillera Administrative Region (CSC-CAR) initially delivered a virtual lecture on public sector unionism, registration and accreditation of employee’s organization, drafting, negotiation and registration of CNA.
Dr. Bagtang stressed that the initiative of the KSUEA to propose for a new CNA with the administration which will be in force and effect for three years symbolizes the university’s commitment to promote responsive management and its recognition of responsible public sector unionism as key partners to a productive, effective and efficient governance.
Among the terms and conditions embodied in the proposed CNA includes the shared responsibility of the university and the association; recruitment, placement and career development; health and safety; cost-cutting measures; employee benefits program; and CNA incentives. The new CNA will be presented to the general assembly of the employees association for its ratification and will be submitted to the management for negotiation and signing by the parties.
