Dr. Joy Grace P. Doctor Takes the Helm as New KSU President

In a historic moment for Kalinga State University, Dr. Joy Grace P. Doctor is now appointed as the new president following a rigorous selection process. She succeeds President Eduardo T. Bagtang and brings with her a wealth of experience and a visionary approach to academic leadership.

Dr. Doctor is no stranger to leadership at KSU. She has served as Vice President for Administration and Finance since 2022 and has held various influential roles within the university, including Dean of the College of Arts and Sciences from 2006 to 2013 and Vice President for Academics and Student Development from 2015 to 2020.

Her academic journey began with a Bachelor of Secondary Education, majoring in Biology, from St. Louis University in 1990. She furthered her education with a Master of Arts in Education, majoring in Administration & Supervision, from St. Paul University Philippines in 1997. Dr. Doctor completed her Doctor of Philosophy in Development Education at Kalinga-Apayao State College in 2001.

Dr. Doctor’s extensive list of accomplishments showcases her commitment to the university's growth and development. She has served as the overall coordinator for the task force for the Maturity Level 2 in PRIME-HR (RSP) and played pivotal roles in various committees, including:

Chair of the Committee for the Approval of the Merit Promotion Plan for Non-Teaching Personnel

Chair of the Committee for the Approval of the University PRAISE Manual

Member of the committee for the approval of the Strategic Performance Management System (SPMS) Implementing Policies and Procedures

Chair of the committee for the approval of the university faculty manual

Member of the committee for the Approval of the Policies and Guidelines on the On-The-Job Training Abroad (OJTA) and Student Internship Abroad Program (SIAP).

Dr. Doctor also led the university’s entry into the WURI Ranking for 2022 and 2023, achieving remarkable placements in various categories, including 101-200 Global Innovation and 51-100 in Crisis Management and Student Mobility.

Her vision for KSU aims to establish it as a globally recognized academic institution renowned for excellence in instruction, pioneering research, proactive community engagement, and innovative leadership development dedicated to advancing knowledge and preserving a rich cultural heritage.

Her mission emphasizes the importance of faculty excellence, innovative research, strong community partnerships, and leadership development. Dr. Doctor has outlined specific goals that include achieving academic excellence, fostering social responsibility, and enhancing global recognition for KSU.

The election body, comprised of prominent figures in education and governance, unanimously endorsed Dr. Doctor’s presidency. Members of the KSU Board of Regents and election body are composed of Chairman: Marita R. Canapi, Senate Chairman on Higher Education: Alan Peter Cayetano, House Chair on Higher Education: Cong. Mark Go represented by Cong. Allen Jesse C. Mangaoang, Vice Chairman Dr. Eduardo T. Bagtang, DOST Regional Director Nancy Bantog, NEDA Regional Director Susan A. Sumbeling, Private Sector Representatives: Engr. Andres Ngao-i & Dr. Valentina Attolba, Faculty Regent Rene Putic, and Student Regent, Christopher Cubit, all of whom recognized the potential that Dr. Doctor brings to KSU.

As Dr. Doctor assumes her new role, the KSU community eagerly anticipates her leadership and innovative approach.
